Jack 1939 by Francine Mathews

As Hitler and the Nazi menace are on the move, FDR enlists a young JFK to be his eyes and ears in Europe.   His father, Joe Kennedy, is the Ambassador to England so Jack is a perfect fit to move around gathering information.  It's fiction with a strong historical backdrop and a good bit of suspense thrown in.  The author also writes under the name of Stephanie Barron and has a mystery series with Jane Austin solving crimes.
